Well, I was just sitting, thinking about the "wing" of hackers I am forming. Then I had a thought. Why should hackers be a Liberty only unlawfuls. Alright, I know, Ageira is based in Liberty, but the roleplay that I am making, could be great for Bretonia or/and Kusari. We would spread the hacker ideology around, teaching people, destroying the Ageiras work around Sirius, leaving the Liberty, for the LH and HF.
The thing that would not be easy to work out : Bases! We would be base ourselfs? In Bretonia we could use the help of Mollys, making the bond between hackers and them tighter then it is now. In Kusari? Blood dragons - yes?! GC - doubt that! Outcasts - YES!? Helping to make hackers, to become the first allies for the outcasts in Sirius.

Why would bases be hard to work out? consider that, not including the Guard system, the Lane hackers have three bases. Two of those are in the borderworlds, rather than Liberty itself. One is the well-known Mactan base in Magellan. That base's location allows for easy operations in California, Manchester, and Leeds. In Galileo, you have Leiden, which is right next to a JH into Shikoku, allowing you to easily strike trade into Kusari, as well.
I'm afraid I don't see any other real possibilities. There's the Junker base in New London, of course, though the Junkers don't really approve of people basing operations off of it. As for Kusari, the local pirate/criminal groups tend to be rather... locally minded, and probably wouldn't want outsiders trapsing around Kusari any more than necessary.
Still, with just Mactan and Leiden, you've got plenty of room for operations in both Bretonia and Kusari.
When talking about Kusari, from my point of view, they have their hands full. The hogosha + KNF have to deal with - Blood Dragos, GC, Outcasts, BAF in the Taus, and those pesky privateers raiding. That said, I really think that Bretonia could be a good place for the wing and its actions. Also, a diplomatic deal could be made with the junker congress. An underground deal that is, not to get the junkers in a hostile situation with the Bretonian Government.
Please give more feedback, so I can see, what people think about it. Also, I want to see, what does the BAF, Junker congress, and the 2 lane hacker factions think about it. If the idea is a good one, I will Remake the faction writeup. This could be a great boost for the wing.

Well, What I am planning is close to that. This could be a Bretonia-only Lane hackers group. Operating in Manchester; Leeds; New London??!; Cambridge; Newcastle; Edinburgh??!; Dublin??!; And the surrounding border worlds.

The Lane Hackers operate in Liberty and Cortez, Manchester, Magellan, Shikoku, Kepler and Galileo. They have no interests in Bretonia - why would they base themselves there?
Manchester is a target simply because its a jump away from one of their major bases - Mactan. Lots of trade traffic goes through Manchester which the Hackers exploit to gain credits and supplies. They don't need to go any further into Bretonia.
The idea doesn't really make sense - it'd be like having a Bretonia-only Red Hessian group - they'd be spreading the word of Rheinland's corporate corruption, but it isn't feasible or realistic.

The corsairs are not an explicit enemy of the Lane Hackers. Sure, they don't like them, but they don't go out to Bretonia/Omegas to hunt them. The KNF are not a major enemy either - they are encountered in Shikoku, but Hackers don't hunt them down in New Tokyo. I think you need to read up on Lane Hacker infocards...
The basic idea is that the Lane Hackers aren't exactly a large criminal organization, with only two bases in the outskirts of Liberty and one added by Discovery (I'm not counting the guard bases here. So, their area of influence is quite limited, and from the vanilla game you could see that they are mostly found outside of house territory. They only operate in Manchester because the jumphole very close to their outpost in Magellan.
Also, they're really nothing more than pirates with a higher understanding of the transportation technology. They're just local criminals, working with the Outcasts in Liberty.
