I would also like a copy of the evidence. Although, I believe I know which incident this is referring to. I would first like to apologize if my tactics caused the player in question to become upset, as that was not my intention. I wasn't able to discuss it with said player because he merely stated "I'm going sanction you for that" and logged off.
It started along the trade lane between west point and the California jump gate. I responded to a call for assistance from an LSF officer who was outnumbered, although engagement had not yet taken place. It appeared that a lane hacker and his companion were demanding credits from a smuggler, who was not carrying illegal goods at the time. We inquired about the situation and the lane hacker(The one whom I assume filed the report against me) said that they were collecting a loan. It seemed suspicious but the smuggler confirmed their story, so we decided to let them finish. The lane hacker and his companion who was in a pirate transport then agreed to leave the area(all in-RP), but I noticed that he had 7 Liberty Navy pilots on board.

I Informed him of this law, and demanded that he drop the pilots immediately. He responded by attempting to flee, I fired a cruise disruptor but despite that he managed to reach the trade lane. Myself and the LSF officer with me pursued them down the lane to west point, where they had disabled the ring at the end. We continued now further behind to Manhattan where they did the same thing, However the lane hacker was unlucky enough to be apparently disrupted from cruise by an NPC, and we caught up. I re-stated the demand for him to drop the allied pilots, and he did. I then demanded that he pay the fine for kidnapping, although I only asked 500k instead of the 2 million stipulated by the Liberty Penal Code. He refused to pay the fine, I then gave him an ultimatum, something along the lines of "You have 15 seconds to comply". He continued to try and get out of paying the fine, and just over 15 seconds after I made the demand, I opened fire. He was destroyed almost instantly and said to me in a PM that he was going to get me sanctioned. The LSF officer present at the time can confirm this story.

This rule does not state, nor do the rules related to it, that you must give warning before every shot fired. It states that an engagement must be preceded with RP. This engagement was preceded with not only multiple lines of verbal RP, demands were made in-RP, but it was also preceded with an attempted escape and pursuit.
I know its rare for sanctions to be reversed, and I am not implying that the admin team did not look into the situation before carrying out this sanction. The amount of time that passed between the incident and this post shows that clearly effort was put into it. But I would greatly appreciate it if it could be reversed, and would try to reconsider my actions in similar situations in the future. I hope that by posting here I can show that I did not act this way due to a disregard for the rules, or a lack of knowing about them. Nor was it the result of a rash decision clouded by frustration or anger. I acted in this way because after considering the situation I felt that it was the best course of action to take in line with the rules.
Masket was sanctioned for an entirely unrelated matter.

The role-play was all fair-and-square until you insta-killed a standing target at point-blank range. That is where I believe the problem stems from because, going by the comment made in our group channel and per the PM you evidently received, they were not happy at all, nor would I have been. Whilst you warned of an imminent attack against the Hacker should they not comply with the levy, you did not give me any notice of engagement before pounding me with Debilitators and then your antimatter. I don't know if this does warrant a sanction given the preceding chatter and the events that caused the fracas, yet by accounting for the manner in which you destroyed that Hacker I really don't think you can have any complaints. Even the LSF agent was shocked by your actions.
After review this sanction has been reversed because there is insufficient evidence.
The rule does not require a player to say "Engaging now" or any variation of it, it only requires that RP happens prior to an attack.
I will note that the attack was not sporting. Please remember the point of the game is that both sides have fun. Providing some indication that you are about to open fire is considered good manners.

This sanction was re-examined and discussed. This is not an invitation to request that older sanctions be given a second look over nor an invitation to discuss the precedent set by this action.
