I do not want a bunch of interpretations from normal users because it's not something I plan on doing either way. (edit as an afterthought: okay, maybe that's not entirely accurate, but it depends on where the RP goes)

Looking at the Technology Use Chart, many pirate factions can use local Civilian technology, such as (presumably) transports and civilian fighters like the Tiger Shark and Kingfisher. However, none of those ships are available on bases they can land on.

For our argument, we'll take the Liberty Rogues and the Kingfisher. The Kingfisher is a civilian ship only sold in Liberty, so logically a "Civilian Liberty" ship. This category is green for the Liberty Rogues. However, the ship is only available on a lawful base - Planet Manhattan. Can they use it?

If not, every House Civilian ship (except the Firefly, on Barrier Gate Station) is only on lawful bases. The Percheron on Leeds, the Mammoth on Cali Minor and Saint Paul Base (Universal Shipping), the Tiger Shark on Holstein. The tech chart lists them as green, but there's nowhere they can land to buy it unless it's acceptable for them to land on a lawful base for it (at least before being tagged and IDed)

The Rheinland Unlawfuls managed to get the Behemoth and Humpback on one of our bases, and I have to say it's been quite the benefit to us. I'd like to see Transports on an Unlawful base somewhere in every house. Of course, minus Kusari. They're much too proud for the BDs or GC to be using Samura or Kishiro ships. Though, the GC might not be....

Anyway, I concur.

It's not just transports, there's civilian fighters too - Liberty has the Kingfisher and Civilian Shuttle (Kadesh LF, admittedly much weaker and not an issue either way), Kusari has the Wasupu (Stinger), Rheinland has the Tiger Shark. And there's the other Renzu fighters, which seem to be Sirius-Wide Civilian judging from their placement on multiple Interspace bases.

I'm hoping this wasn't sparked by my Xeno Kingfisher. I grabbed it during the 4.85 celebration outside Manh and later converted it to a Xenos ship.

My other Xeno uses a Startracker, which, incidentally, is used by NPCs, but isn't sold on any Xeno bases.

Perhaps it can be sold on Zoner Freeports, like FP 14 in Yukon or FP 2 in Bering?

Not at all. Didn't know yours was Xeno, I only noticed you mention one. It was sparked by my Freelancer Kingfisher, as I contemplated where his story may go.

If it's green on the chart, I really doubt you will be sanctioned for having it. If you're really concerned, PM an admin.

I'm doing this publicly for two reasons.

1. Most of 'em are incredibly slow to respond, in my experience.

2. For the good of everyone else, as well; even if it doesn't get added to the rules, I can give people a link to this topic instead of just saying "well, I PMed an admin, and they said x".
