It's more logical if armors cost much less than ship yes.

But it's more player friendly if armor costs a lot and ship less, as armor can be transferred between ships without loosing any money, while changing a ship costs you a lot.

im hit or miss any normal goverment if they wanted upteen millions on armor for a gunboat they would of predesigned it as such because for the price of a cap 8 you get quite alotta gunboats or at least 2 cruisers

I reckon it's passable as it is. You are paying for technology afterall. You could pay $2 mill for a ship with 100 hull. If most ships with a hull rating of 100 cost $2 mill, how much would you pay for the ship with a rating of 125?
$4 mill?
How about 150?
$8 mill?
You may not, but people do. Supply and demand. Ask any weapons dealer. The difference between one CODE and another may be just 20 points of hull damage but it can cost $10 - $15 mill difference.
If anything, I would add that cap-armour could always take up a set percentage of your hulls cargo space.
In this case, Cap 8 would take...90%. Cap 5 would only take 60% etc.
Just an idea that last bit...

Not on universal upgrades. There's nothing past the Starflea and Startracker that can't use the Mk8. Even the Arrow, though it won't have any room for cargo.

Starflea has 20 cargo. Mk VIII armor takes 20 cargo.
I believe it would work.
