Let's take a simple example: The Liberty Rogues. They operate in Liberty and the surroundings. But we all know that Cardamine is their domain, too. Would it be OORp for, let's say a Pirate Transport Rogue tagged to fetch some Cardamine from Malta? Or a Rogue Slaver that wants to supply Malta with Slaves, do such?
I do believe that the Outcasts bring Cardimine to the Rogues for distribution in Liberty. As such an Outcast Smuggler or a Smuggler IDed, Rogue tagged ship would work. Rogues stay in Liberty. It's in their name, afterall...

I am not sure. How do Rogues earn money? Piracy wouldnt be enough. I do believe they smuggle aswell.
But i am not sure. Not every Rogue is made for pirating or fighting.

The ZoI applies to the military side of the faction. So, you may not fly a rogue fighter or gunboat outside the zone, but you may smuggle in freighters and transports, as long as you do it between logical bases.

Rogues get other money by smuggling:
Gold from Bretonia
Artifacts from Kusari
Diamonds from Rheinland
Light Arms to Bretonia
Which gets brought to their border bases of Montezuma, Pauda, and Dawson by the Mollys, Lane Hackers (From the Hogosha), and Unioners, respectively.
Not every Rogue pirates, right, but, most Rogues never leave Liberty or the surrounding worlds (exception being the ones in Shikoku).

The Outcasts are the brains behind pretty much every character that says "gyarr" really. Let the pirates do their thing and the Outcasts will keep the figures flowing.
As for the rogues, their dont really specialise in that kind of thing. They can hardly move anything that smells illegal throughout Liberty easily never mind out of.
As the owner of a LWB tagged and ID'd Behemoth, I sometimes take it on adventures way out of LWB zoi. It trades around in the Omegas, Sigma 13, even goes up to Magellan via backdoor guard systems to trade with the freeport there, and sneak through Kansas to Puerto Rico. I try to keep it out of house space (sometimes I'll go to Puerto Rico by sneaking across the little bit of Texas, and I'd kind of like to meet up with the Mollies some day), and it only really trades with unlawful/IMG/Junker bases (freeport 1 sells synth paste! boo on that).
I'm aware that it's kind of a grey area. In Rheinland I'll use it to pirate other traders and/or shoot at people, but outside of standard LWB ZoI I only use it to trade and RP.
If I was flying through California pirating Synth Foods where they live, that wouldn't be okay, but like yesterday I saw some big RoS/LR/indie convoy coming from the Sigmas through Rheinland in to liberty, selling cardamine no doubt. I think stuff like that is fine. I know in lore everyone just does the little cross-system runs, but the economy isn't set up for that to work in a way that is even remotely profitable.
