Guard systems should, in my oppinion, start to be integreted by adding outposts of a different faction. A sensical one. In the LN guard, stick a LPI base, then an ageria base.
Start to put up lanes.
Pull in DSE. At this point, add Xeno terrists.
Expand a couple of the bases, add rogues.
Presto! Not a guard sysem, though it would still have scary powerful stuff.
The bases in some guard systems might...not go well with the rest of discovery at all, as they're too...not sensical.
I'd also think it brilliant if someone ran up a new model for The Ring/Oder Shipyard, because that's supposed to be a wonder of Rhienlandish engineering, and its looking rather..plain, in comparison to all the new beauties of stations which abound.
So your saying the people who paid *hundreds* of millions of credits to purchase these systems, then went through all the trouble of designing the system should lose the right to choose who can go in (though many dont restrict access) because you are too lazy to take a few bribes, or perhaps complete a few missions?
And yes, many of the capships have been moved to these guard systems so that people will have to do abit of work to their characters, gain a few in-rp enemies and learn abit more about their faction before the start the lolwutter.
Unfortunately, like currently, in the Orders situation, this doesnt completely fix the problem. However, its a start. Is it not.
If you guys dont want to put in the work, dont go into the system, most weapons that are bought in the systems can be found at other locations, im pretty sure that no weapon is restricted to only a guard system.
And about the factions restricting access, its well within their right, they paid for it (Whats the current price, like 500mil for a system? I think thats the base price, with only 1 station). Where was your contribution, why should you have the right to access the system without atleast putting in the effort for a few missions.
While these systems are not in some circumstances in roleplay (though many are) they give an extra reason for factions to become official, it gives factions something to look forward to, and something to call their own. You should be grateful that they are giving you access at all.

There's the thing - they really should be in roleplay. What's the point otherwise?
But more importantly, they can be designed and owned and everything like now AND be better integrated, at least to some extent.

Please, give us some examples of these systems that are so oorp? I mean, for you guys to be wasting so much time on the subject, they must be pretty bad, no?
While some of the roleplay to the systems, you may not agree on, who died and made you boss of what is and isnt good enough roleplay?
While, yes, i did say that some of them are oorp, i wish to retract that comment, i cant think of any that are oorp.
Some guard systems make perfect sense, but others and simply dilly-dally silly.
I can see house militarys having guard systems, but house police?
I can see the large criminal groups having one like the Red Hessians, but the small ones like the Bund?
EDIT: Oh, and the lawful guard systems that have jump hole access only go against vanilla RP, since where ever the houses go or the houses major corporations go in vanilla, they build Jump Gates, no exceptions. (And semi independent corps like IMG and GMG don't really count)

*notes decline in house corporation, and smaller pirate factions, aswell as borderworld mining factions*

First of all it is sad that ALG will never ever have a guard system. I know this and even if would be different, I wouldn't like us to have one. Why?
Because it is totally rediculous having companies with own guard systems... they just don't have the military forces to get or keep them.
It is a different thing with the big militaristic factions, like the RM or the Outcasts... they have the needed resources to handle complete systems. And I always like it to train fight situations with my fellow Rheinwehr pilots in our guard system, where we make the rules. Just keep everything as it is now...
