...really now, there's a reason they're called secret deals. You think the Bretonian populace would like the fact that they government ignores these well known criminals that have a long history of killing Bretonian citizens? Perhaps someone should pull out the "brets r KURRUPT!!!" rp and fly around New London broadcasting that? They'd certainly have a lot more basis for it than many others, seeing as how apparently the Bretonia/Outcast neutrality is 'well known".
The discussion about REP isnt a easy one.
I think we never is going to get a answer that fits all.
The rep is what is it today. Good or bad, we all can work for changes if we want or need one.
So far i have done it well, with or without luck i have REP that fitts for my id and character.
Well, I haven't checked the rep sheets of my Liberty Rogues yet, but this means I'll be able to shoot LPI NPCs without worrying about my rep with the Xenos getting neutral or green.

There are deals in place and the factions have the ability to act neutrally on occasions. What individual players do with it and how the in-game RP of the interaction goes is another thing.
Forcing a hostile reputation on players where it doesn't have to be isn't a solution to the possibility of people playing it out wrong. It prevents people from even trying to do it right.
