This is a scenario where pirate faction home systems, which contain their capital planet e.g. Crete/Malta and the bases the factions started from in vanilla.
This would also make the weapon platforms that guard the systems' jumpholes guard faction to that faction also.
I think pirates would keep their base/homeworld a secret to as many as possible and shoot potential spies on sight.
What do you think would happen under these circumstances?

The current guard systems are large armouries to me, all their top notch equipment in one base in one secure system to prevent RP abuse.
With the current way of things, every Tom, Dick and Harry can jump into a pirate home system, have a bit of a smoke, and see the planet/base and be on his/her way.
To me that's a tad OORP, a bit extreme, yes. But pirates to me would heavily restrict the people coming in and out to smugglers and allies. No more.
I think part of the problem with any guard system is that, when the server is full, the npc counts tend to drop. For example, the other day four of us ended up doing a scouting mission up through Iota and then points north - ran into no npc's whatsoever, just bases and weapons satellites.
I've seen it before as well when I'm in our own Guard system that the npc's just plain aren't there to defend it when things are hopping.
