I've seen a couple of Council transports going around Sirius with L'Ane transport and such... now, I do understand that the Council wants to open up to Sirrians and all, but... can they already have trading relations with Houses?

They can but only in the systems nearly. Means Tau, and upper Bretonia, maybe west of Kusari. If you see Council in Liberty, Rheinland or Omicrons, there is a problem.
