In my books it isnt against rules.

The Order operates Sirius wide to protect Humanity.

the BAF NPCs probably attacked them anyway.

BAF NPCs are hostile to Order rep fix IFF.

Leeds is near a Nomad City so it is sometimes normal to see Order there

HOWEVER

As Order| (factioned players), "We don't go to Ravenholm"* unless we are needed. Sometimes we sneak in and sometimes we inform the BAF and get permission but usually we don't. Its part of a deal we have with the BAF similar to houses.

Order in the eyes of many (in RP) is a terrorist group but unlike pirates, since we don't bother with daily lives of pilots, we can pass in systems etc with this "we understand you, you understand us" dialogue.

Of course, if a BAF attacks an Order or vice versa, its kill time.

Yes, order are allowed to go anywhere there might be nomads (or any other reason to save humanity), imo.

Anything I say is not intended as offensive, and to try and deliberately misinterpret it as such would be an attempt at trolling via misrepresentation.

It's not a conspiracy, it's localised bias. They're not intelligent enough to form a conspiracy.
