On the whole, I'd say no: Gaians aren't anarchists, but that doesn't mean that they cant have a few running around.

I'll have to agree here, Zoners are essentially Anarchists (well, however you spell it).
One of the main factors is that they left the houses to avoid the laws and restrictions of the government, and really don't give two cents what they think.

Not to mention the fact that zoners mainly inhabit lawless space, don't have a form of government or hierachy, and co-operate with all groups. Infact, the one only thing that they don't really do is try to change others' governments.
