Hello, ladies and gentlemen of the esteemed Zoner Council,
I present to you a rough draft of a proposed treaty. It requires equal parts from both signatories (The Sovereign Empire of Bretonia and the organisation known as 'the Zoners'), both agreeing to the same promises.
In essence, the Bretonian Government shall agree to extradite any criminal known for assaulting/robbing Zoners should said individual be found on a Bretonian planet or station.
The Zoners would do the same, extraditing any criminal known for doing the same to Bretonians who land on Zoner bases or planets.
This cooperation between our law enforcers will allow for freer trade and safer skies for all involved. We, like your respected selves, want to see an end to the barbaric trade that is piracy, and wish for peace and harmony between our two peoples.
With all do respect sir, this would ruin the neutrality the Zoners have with the factions of Sirius. If we were to oust Corsairs and Outcasts from our stations whenever a lawful force requested, we would be stirring up a hornets nest, just asking for a conflict. I understand that this may sound wrong to you, as your existance isn't rather dependant on your neutrality, but if we were to give up our hospitality with all of the lawful, unlawful, or otherwise, factions of Sirius for a treaty such as this, then we will be the bad guys of the sector, and we won't be treated rather fairly by others.
In that case, in order to maintain your neutrality with all peoples, I would suggest only allowing Zoners, and other neutral parties, the right to dock on Zoner ports.
We're offering you assistance, and expect the same in turn. Bretonia cannot give in to Zoner demands if the Zoners do not offer the same.
The Zoners don't want Bretonia to allow pirates to launch from Bretonia, and rightly so. Bretonia doesn't want pirates landing at Zoner ports, and rightly so.
We have to find a common middle ground.
I would suggest that the Zoners ban all non-Zoners from landing on Zoner ports. I would also suggest that Zoners only dock on Zoner ports. That will convince everyone of your neutrality, I am certain.

neutral to who? to us? or to them? who they are dictate us who can and who can not dock on our baseS?
and was it not bretonia goverment who ordered QCP to openly ignore NFZ around our bases, and pirate in front of our planet? and we all know how it ended...
and bretonia dont want pirates landing on our bases. dictating terms to us again? then pirates can say that they dont want bretonians dock on our bases or no? zoner bases are zoner bases.
and the so called pirates, are our neigboors, people that have bussinesses with us,people that have established trade routes with us, people that need us so much as we need them.and banning all non zoners from our bases will cut all the trade that we make...
and offering assistance, i dont know, but what assistance can offer house, that is loosing itsterritories in hard war against other house? and making angry hessians,corsairs,outcasts,mollies, and who know who else only because bretonians want it is not good idea.
You claim neutrality, so we offer the chance to practise it, and we shall do the same.
We can't allow you to host our enemies, just as you can't allow us to do the same.
And, as stated in hundreds of press releases, the Government do not order the QCP to do anything. In fact, we tried to arrest them, but they evaded our grasp.
Your non-Council affiliated pilot is only confirming the rumours that you are not neutral and that the Corsairs need you. This isn't helping any negotiations!
