Well, it wouldn't be secret if I posted where it was.
No one knows where the Bat-Cave is, so I figured it was only natural to leave the Tech-Chart's location a mystery.

Well Oc and Zoner are white. So you have to post something on the Forums. But i don't see anyone else who has a Flak turret and has a white/green box towards Outcasts.

Also about:

Every house+Zoners have Flak turrets as they were all (except Zoners) already existing in vanilla FL.
And there is also a Gallic Flak turret existing. Which is basically a Bretonian, just it needs more energy.

Edit: Also, OC Battleships are spammed enough. Get a Bretonian. Or Kusarian.

On the rare occasion I put flak on mine or the 101st, your only real option is the Zoner turret. Frankly, though, get a Battleship. And not an Outcast Battleship. Somebody else's Battleship.

there were 4 outcast battleships sitting outside of malta the other day, however I dont see many dreds.
