I'm tempted to agree about the Pennsylvania JG, but I think it mostly works as-is, I would just like to see the addition of a small LPI security station similar to what you see at border-stations, as well as 4 or 5 more weapons platforms and the occasional LPI patrol in the JG area.

It makes sense if you think about it, that they would divert resources to protect an important investment in a potentially hostile environ

More on the location on Pennsylvania:

The Texas incident occured when a Jump Gate was constructed to link California and Texas together. During the first activation of the Jump Gate, dark matter or something between the two systems was sucked through it, subsequently destroying half the system.

So... looking at the star map, Pennsylvania is between Cali and Texas. So... shouldn't Pennsylvania be a wasteland of dark matter radiation?

Well, not of necessity. The jumpgate technology opens a wormhole/Einstein-Rosen Bridge wo another point. The universe between doesn't matter, because the spavetime gets folded together. This should have resulted in two dark matter waves: one in Texas and one in California. But not in Pennsylvania, as it is light years away from both points.

The LPI has a station in Alberta because we're just cool like that.

The LPI and LR were supposed to have a LF Mk 1 event in there, but sadly I was the only LPI to show up :\

You're thinking too 2-dimensionally. Sure, there could be a wasteland of dark matter between Cali and Texas. Pennsylvania could be above that. Or below it.
