Third, is there any way we can arrange to allow Ageira to import gate/lane parts? It doesn't really make sense to have an export tax on them because they are not really produced in Rheinland (as far as I know).

A good point. Ageira/DSE should be excluded when carrying those parts, because our trade lanes are made of these parts. So it wouldn't make much sense to tax those who allow us to keep the lane system running.
Basically the tax is to support the war, but personally I would like to give another reason: the lanes itself. We somehow have to pay the bills for the lanes, which are only built and supported by Ageira/DSE. And every foreigner who uses them for profit should pay this bill for a part.
