You could ask for Omega-7 if noone has it already. RM might but they might let you have it if you ask Angel. Omega-7 has the IMG Freistadt base, which holds the bounty hunters VHF Hammerhead. It seems fitting that you would use the base with BHG's best fighter in it for your headquarters. Plus its close to Rhienland and Bretonia.

No I won't open new systems for claiming yet, and I'll never make arena 'claimable'. It's an arena for everyone, no one is allowed to run things there.

I advise you to choose a system from Border Worlds, between houses. Tau, Sigma or Omega. Refer to political map posted by Korrd in Factions official thread to see what systems are free.
