OK seriously, it is the most economically stable, and is in the middle of the universe. Plus, I have confidence their advanced military will keep it (relatively) secure from nomads.
Also, politically its the most stable, and yes democracy plays a part.... dont want to worship some chancellor (yes in game they actually used the word worship), endure the corruption and political turmoil of gallia, pretty much the same in kusari, and bretonia is just... bretonia. Sorry but its kinda a little unhealthy to live there with all the smog...
But seeing its in the center of the universe, it has easy access to all that debre and stuff left behind by the other now dead houses. So its the logical economic choice.

But assuming its blackholed and its just a standalone, no debre and all resources are gone, I'd say either kusari or galla cos of access to gas clouds and raw materials to ensure a safe future. Liberty relies too much on imports...
