Power-Pirate, if you ask me, is someone who gets on his Pirate char to make money. Nothing Else.
Most Entertaining Part of having a Pirate char is to RP with lawful/Traders for at least 60% of your time online on your Pirate char.
But there are some guys who jump on their Pirate chars (mostly non-Fighter/Bomber ships like lolidentes and P-Transports) to get some cash, nothing more. And if you try to RP with them, they just Start shooting ....
(And for sure, someone who gets on his Pirate char for some RP, never asks for more than a few mils)
I believe the term, along with powerminer and powertrader, are useless and only create unnecessary hostility and blame around here. You're not a bad pirate unless you break the rules.
I guess Power-Pirating would be getting a group of people in a high traffic system, and putting one person on every lane and pirate the same trader repeatedly.

If tehy rp well they can pirate anyone.
I usssaly pick on freelancer's, mercinaries and other non allied pirates.
Such stuff happens when you fly around and run every lane into some "how much? ur stealin ma time" powertraders.
They try to shorten RP and I just take their money. Most times I also catch them when those are on their back-route, with the same result of curse.
Oh and... just pirate everything that moves.
And Iam actually really thinking bout making a generic pirate ID'd, FL IFF'd Roc bomber to roam around.

That requires further highlighting. Some kinds of vocabulary are making this place look, feel, and smell repulsive to me. And I bet I'm not the only one.

So how do I call then a trader that runs from A to B and back to A whilst looking that he isnt stopped by any RP so he can make the most money in the shortest time?
Give me please an other term to work with, when 'Powertrader' is too repulsive.
