So factions get a separate list of rights, and general players do not?
So faction membership, by its definition here, is superior to general game play?
I don't actually think that is the case, and certainly isn't indicated in the rules anywhere.
What I am looking for is a set of guiding principals by which even the new players know how much control a faction has over them, and what limits there is upon this.
As in, how far is too far. What is the right of appeal on this. Who do they go to. What is the due process of adjudication on issues. Will they be fairly represented?
Take scenario one: lone Rper joins, makes a mistake, annoys a faction of five players. He is alone trying to defend his reasoning, while five people are barraging him with accusations. In the court of public opinion. What are his rights to stop said abuse? How is individual RP preserved in this scenario? How is he to be informed of what he can and cannot do from the outset. Because, and I am sorry, it just isn't clear.
There are many unwritten conventions that we have that need to be spelled out and justified.
That's what I would like here, to see what else isn't in the rules but is expected, how official are the unofficial rules and codes of conduct? And what rights does a new player have to defend his/her actions.

Exactly correct.
If I understood correctly though, only official factions qualify for the "Faction Rights" so the example described above wouldn't ever happen - it would just be a normal sanction report.
There are no clearly defined rules for Role Playing. There is for PVP, but nothing on RP.

Number one:
Someone joins the forum, writes a beautiful story about say the Bretonian Royal family. Unfortunately it doesn't match up with Discovery Faction Canon.
Faction asks for it to be edited or ignored...

Meta-gaming, this is a universal convention. An unwritten law of RP. But again unwritten, for most young RP-ers, they've never encountered it, or don't realize they are doing it. This should be codified somewhere for them to see, to learn from and so can avoid causing any problems with it.
Sorry, but at the moment you pretty muched summed it up.
For now the best I can say is that all official factions have their RP posted in the designated sub-forums available for reading. Also we have a listing of the faction leaders and how to contact them. I am always willing to answer questions about GMG, as many know when the Skype me.
Well you do get the right to not be so heavily scrutinized as an official faction member would be. For example that minimum requirement for engament notice. That requirement is stricter for official factions and requies an unspecified amount of quality.
We are seemingly aware that there is a difference here between faction rights and general gaming rights. Problems have arisen.
What I want to do is get a good discussion of what is needed, and what options are so that new players aren't intimidated by faction play. There needs to be a balance somewhere, or rules clearly defined for them.

I should add that if you go into a direction where you are RPing the happenings of the Bretonian Royal Family you would be stepping rather close to the boundaries of powergaming. Each leader (Chancelor, President, Queen, Emporer) is already spoken for on this server and such stories are handled by them and the leaders of the factions involved with that particular house.
Edit add: Yes, we've all been ninja'd from those positions.
That's actually a good question. That had been settled before I had gotten on the server. Now there was once a Molly group who RPd that they had the "true" King of Bretonnia within their ranks. Now, of course, in-game none of his declarations would be fulfilled by any Bret lawful but it served as the motivator for conflicts between the "Kings Men" and Bretonian authorities.
I have been procrastinating on composing the Policy and Procedure book for GMG|. In light of faction right #5 I may have to hurry up and do it so that those who aren't in my faction have a very clear idea what my factions does under circumstances.
