As far as I know, you can only do that in Honshu if you are hostile to the faction.
Like ok, I don't own Minor, but as I am the the owner of the Order faction, so I get to control it. But there are restrictions, as in we can't ban people, we can only kick out hostile factions, and we can't make rules like restricting trading.
But then you have the guard system, you can do whatever you like in there.:D
You can tax people, but not on Discovery. Happens a lot on other servers.
The rules say that you can impose whatever rules you want in the system you own, since Vanilla systems can't be owned... and Honshu is a Vanilla system - you can't tax people on Discovery in Honshu, as RM can't tax people in New Berlin.
