You apply to join The SCRA on the forums, the only way any reputation will be assigned is if the leaders
ask for it.

Koolmo and i were discussing using the Liberty Revolutionary Front as a buffer for recruiting, should you want to join SCRA, simply join a Revolutionary movement, be highly active, and RP well your chosen faction and they may present an offer to join.

That or an online application here on the forums, but your character has a higher chance of being killed if the application is unsuitable.
