This 'stutter' thing, do you mean it's your connection or just your PC being slow?

That is most likely your PC. Could you post your specs?

Takadaya Kahei - Kishiro Technologies
Takasugi "Seijoutai" Shinsaku - Kishiro Technologies
Luke Spencer (Gender.Changer) - Liberty Rogues

Stuttering and rendering frames slowly is normally caused by something on the PC.
If opponent ships jumps around, but your ship acts normal in operation, then its normally the connection.

From what I can se of your description, it is your PC. Check drivers, check for programs hogging the CPU, etc. Try to turn all graphics options down to a minimum, and check if it still happens.

I've found that having YouTube or any video thing, whether paused or not, open in the background tends to cause a stutter. And that's on a reasonably high-end computer.

You still didn't really describe what you mean by "stutter".

Which one of those? Or something completely different?

Describe the behaviour in detail, please. We can't really help you if we don't know what's happening.

its like playing a high end game at maximum on a slow end computer
and this will hold for a minute, then its gone, and soon it will start again ( only in fights) its not lag, its the framerates

i remember i had something similiar in freelancer before i dustcleaned the inside of the pc

snd when just trading or mining, i have no problems at all
