If it's in flood, that's also okay, since it's a private deal anyway. Ship sales don't have to be in-RP, though that's the better way.
Same deal as if I went on Skype and arranged a ship sale. I don't see why we should "prosecute" people who do it in Flood. It's their choice if they wanna make it a deal of that sort, doesn't hurt anyone and the end result's the same.

If it's in flood, flood it.

The reason why so many ship sale threads end up in Flood, is because they are moved there by moderators in accordance with "if it's not in RP, then it has nothing to do in the RP section".

"I BUY LIBERTY CARRIER PLZ LOL" isn't really what I would call RP. Hence it ends in Flood, where it belongs.
