Outcast allies are in Kusari, yet there are no OC NPC's there. Can I still take mine there?

No. Their allies don't like them coming to Kusari, and they have more important things like fighting the GMG in the Sigmas and the IMG in the Taus then to devote forces to cracking Kusari open and losing allies.

I wonder why the Outcasts hate miners so much?

You should really only go there to smuggle and whatnot, cause, its in your zone of interest, not influence.

But it is possible to take your Outcast there, you just shouldn't n stuff. Like Corsairs and Kusari, or uhh, Corsairs and Rheinland.

Some Outcasts in Honshu and Kyushu seems acceptable to me.

We've gone there before, but only on request from the GC.

I would suggest that you stick to that guideline - if they want help, go ahead. If they don't, stay at home.

What about the Consortium? Read the creation request, based in Kusari, yet use Outcast IDs, IFFs and ships.

The Consortium are Outcasts in the same way the SCRA used to be Xenos. And we have a tendancy to Kick out any Outcasts that overstay their welcome.

All that begins must end.

There are Outcast NPCs in Kusari. They're few and far between, but there.

Rule of thumb; Don't take any liberties while you're there. That means, don't pirate, don't run raids. Not without the permission of the Golden Chrysanthemum players. Without permission, the Blood Dragons will attack you. And without permission, the GC will tell you to get lost and leave Kusari, and if you don't, they will also attack you.

This has pretty much become protocol these days. The major Outcast factions are given a bit more leeway, in having the freedom to launch raids and piracy within Kusari without having to get prior permission, but factions that aren't pre-approved and the indies can find themselves in a lot of trouble with their allies if they start operating in Kusari without asking.
