Nothing other than the Player Factions say you can't be there, ergo from a rules perspective you can be. But be careful, because the Player factions have the right to make your day miserable if they find you.

basically theres a House each of the big Hispanic nations shouldn't be in.

For Corsairs it's Liberty
For Outcasts it's Rheinalnd

Other than that you can be pretty much everywhere. But as I said be careful because the locals may not want you there.

Yep, entering Kusari with your outcast is -slightly- suicidal. Absolutely everyone will turn on you. Yesterday two Tridentes entered Kusari and managed to set up a GC by doing so. Then, while the GC was still chasing them I stumbled over them in my FA and they considered is funny to attack me. Bad choice, the GC showed up shortly after as did two KSP officers. Poor casts.

Stay at least out of the core systems for your own good. Maybe Taus. You wont be attack by your "friends" there at least for making them upset.

Surely there's no problem if you deliver some goods to Ainu, of course.

But I've been frequenting Kusari with my freelancer and..there are a lot of Outcasts in there. Weird stuff, he is about to develop Outcast phobia, while he really shouldn't be. But I dont mind Outcasts here and there. Far end of Kyushu, Honshu in the clouds around Akita and of course Hokkaido is fine, but not for pirating purposes. Also I think Kepler and Galileo is okay, although I might be thinking Rouges and Hackers here, not sure if they keep Outcasts for company. After all, they are pets;)

Discover^^ But i doubt Outcasts should be going into core Kusari systems that much, i barely go there, possibly for information gathering missions, helping out the GC if they're in around Kyushuand the Taus, or smuggling.

I wonder why the Outcasts hate miners so much?

Only allies of the OC in Kusari these days are the GC. They seem to rather like the OC being in Kusari.

Unfortunately, Ainu does not buy cardimine for some odd reason. Deliver the cardimine to the Battleship Mastuda in Okinawa instead.
