What I said was an indie can (IN THEORY ... BASED ON THE TECH CHART) have both Outcast and Corsair ship/equipment combinations. But ... and here's the tricky part ... you must have permission from both the Outcast (for their ship/equipment) AND the Corsair (for their ship/equipment) to be able to use them. When either Outcast or Corsair faction leadership find out that you intend to mount their rival factions stuff and mix it with theirs ... your chances of actually getting both are minimal to non-existent.
Now ... lets talk about mixing and matching rival stuff for a moment here shall we? I know for a fact ... and have snapshots for evidence ... that there's an [LN] faction member flying around New York (and other parts of Liberty) with an Order fighter mounted with a Liberty Navy ID and mixed equipment. I was aboard my Order character and pointed this out and apparently there's some role play behind it. I have yet to find anything in the forums on this. I'm giving her the benefit of the doubt here that she's allowed to fly Order and Liberty tech combinations due to special role play.
Additionally ... I got to participate in a role play even the other day where a Liberty Siege Cruiser was captured by the Lane Hackers with intent to retrofit the vessel for Lane Hacker use. So ... contrary to your argument here ... you CAN mix and match rival tech. Special role play allows it (with permissions) and so do generic non-aligned characters (with permissions from each rival faction).
Also keep in mind that a Junker is neutral to both Outcast and Corsair ... and can dock and interact with both sides. I know for a fact that Corsair don't like seeing Outcast weapons on a Junker ... first hand experience on this one ... so chances of you getting permission is pretty much non-existent for their tech if you plan to use Outcast stuff as well.
Point is ... there's nothing in writing that I've seen stating you cannot (ever) mount rival tech on the same vessel. I have a Liberty Rogue GB ... and if I get permission from ANY faction displayed in white on the tech chart ... I can mount their stuff. You claim admins won't allow it? Then it needs to be in writing in the tech chart. I haven't seen it in writing.
EDIT: Just an aside here. If you're gonna quote me ... make sure its in a quote box and do NOT edit my text. I've seen a few folks out there quoting me in various forums and they take part of my quote and delete other parts and place "BLAH BLAH BLAH" or whatever in its place. If you don't wanna quote my entire statement, then substitute the part you delete with "..." I do it for others and would like some respect shown to my statements. there is no theory. if two factions compleatly dislike each other, you can not combine their tech. the only instance it would be alowed is if it was applied for for a special character and was aproved of by the admins.
and as you said, there was no evidence on the forums regarding that [LN] guy. if theres particular role play behind it then it was not approved or documented through the forums before he did it- its extremely easy to obtain Order Weaponry as an unlawful, and nearly undetected unless you were to venture farther into Order space from alaska. an unlawful never has to leave alaska to obtain some of the top Order Tech.
in any case, it still stands that the rule is writen that you can not combine tech of factions hostile to each other.
sure, if you went just by the tech chart alone, then yeah. you could have both. however that would only be following half the rules. which is why i say that there is no theory as you proposed. your proposed, neutral junker would have to use either corsair, or OC, but not both, seeing as tech usuage also shows support for one or the other, negating neutrality the moment the item hits the mounting.
any proposed roleplay to use both in my opinion is nothing short of power gaming, the player wants to combine the tech for one purpose in mind.

One ship having Xeno guns and another having what a Xeno would consider enemy guns is certainly unsettling. Whilst a freelancer might not care for Xenos or their enemies, or their related troubles, it's still a little off for a group to have such a conflicting set-up. I saw an Outcast once hanging out with a freelancer that had Xeno guns and I was somewhat confused. If one of those ships had Xeno and Outcast guns mounted then I'm sure they'll be in for a little surprise.
As for the ID argument, we just have to accept that we know what IDs we have, regardless of whatever ID that might be. It is meta-gaming that is unfortunately necessary. In fact, to suggest that your ID is not accessible to another player could be construed as meta-gaming in its own right. If two people can role-play around this problem then fair play to them, but it is not a requirement and should not be forced upon another. Above all else, and as has been stated already by an Admin in a recent thread related to this matter, the ID must be known prior to any attack being initiated against its holder. Take for example that I could waltz up to anybody and make any demand that I care to make upon another, but neither of us can attack each other unless one of our IDs explicitly allow such to happen. Accordingly, we need to check our IDs in order to be sure that we are permitted to do so, where appropriate of course. I don't think this is really a subject of the thread as such, but the chat log certainly suggests that it was a part of the encounter.
