Back to point. My point still stands. I don't feel the official faction are idiots cause the indies are.
I have a different set of reasons there which I won't share here.
You don't want to be held responsibile for the conduct of the indies but when we respond to that conduct then you hold us responsible.
Note: I'll say it again. -Not all indies are idiots-
There are a couple examples there that you can look at but ultimately if we can't hold the indies up to the official factions then who can we hold them up to?
Indies can then get away with murder cause they are not answerable to anyone. Yet we are answerable to the official factions when we take action against them.
Maybe this is why we have a problem with indies. There are no repercussions for what they do. IC or OOC.
Do we go down that deep dark road of restricting roleplay? I don't think that is a good idea at all. Do we have a choice?
There are such ID's already, but the faction members are unofficial.
Kusari has Kempetai, Rheinland has that weird one and basically every house has something. You do not need more paperwork to prevent paperwork though, you just need LN or LSF or LPI pooling together their mid level members and forming a branch that will take care of the indie breaching and not enough code of conduct.
it was rumored at one point that hogosha and KSP / KNF are too much buddy buddy but that was crippled with united action.
Basically the point should always be to strive that all actions in RP have consequences in RP as well.
That does not have to be a bad thing. If your character does a fine job but has bit police brutality the police should protect that man unless too many complaints come his way.

I believe FR2 and FR5 were already mentioned.
I could be mistaken considering how many threads I am in.
If they were not, please accept my apologies, and accept that they have been mentioned now.
