I thought it might be appropriate to extend the possible cargo scan range for capital ships to, let's say, 6 k or even 8 k. The basic idea was, why should a battleship have the same maximum scanner range that is possible on a Starflier?
Then just make it BS-only... and i don't think that 250 million credits are an attractive price for a better scanner. Another option would be to remove the scanner-feature of the license and make the special cap-ship-scanners a separate item.
heck .. i would buy it for my pirate transport if it had 8k scan range. but i agree that battleship scanners should have a bit improved scanner range. the thing is that scanners cant be limited to ship class as far as im concerned. then again, we have cannon, the flhook wizard:D
Actually, I have a better idea. What if the ship you have adjusts scanner range. So a lane hacker spy glass would have scanner range x 2 and a corvo cruiser would have scanner range x 1.5, or something like that...
I like Ice-H's idea, also tazuras's idea its pretty good. That way you can put all capital ships with a 2x scan range (for example) instead of 1x (for fighters and others).

Indeed, I should have said a better idea of how to implement it. Also, I wouldnt mind restricting bombers, fighters and freighters from being able to mount BS licenses.

How would that be implemented? Didn't know it was possible.
Actually, if we're going to discuss scan ranges, I had another strange idea a while back. Have all the ships that are in group and in the same system share scan data.
For example, assume you're 20k from your ally, and someone comes within his scan range. That person would appear on your scanners as well. Doing this, a group could set up a large scan area with proper deployment of ships, making enforcement of embargoes and whatnot a bit easier.
Cargo scan range shouldn't be shared, though. Only a ship that's actually close to the target should be able to see the contents of another ship's hold.
EDIT:
I just had another thought. If you're concerned about some sort of abuse, you could make it so it only functions if there's a capital ship in the group and system as well. RPly speaking, each of the fighters would be transferring it's scan data to the flag ship, the ship's crew collates the data, and sends the information to everyone else in the flight. If the capital gets destroyed, everyone loses the amended scan data.
