There are a FEW limited Role-play characters that conceivably could do this. ANYONE else would be subject to sanction for PvP abuse once sufficient evidence had been presented. (Phate in all of his incarnations, for example, is likely to blow your turrets off because of who he is. That's part of his RP and is accepted. Mon'Star is likely to blow your ship up and eat your corpse for dinner, that's part of HIS RP.)

Phate also possesses at least one of every Hacker ship, as far as I know, and I know he's up to Phate::. at least in names.

In other words, know your ID inside out. Scan for the pirate's ID and quickly search your memory for its restrictions. If the player is reacting outwith ID restrictions he better have a damn good reason to do so. In that case, use // and ask his RP.
If his replies are "lol", "rofl" or any other form of the Lawl Syndrome...
You know you can pirate anyone. Regardless of whether they have cargo or not.

You can pirate anyone at all, if they are proper RP'rs. Just say, "give me the credits or die". They dont need cargo because, in RP they value their life more than thier credits.
I fly both Neptune and "Posiden"
neptune is freelancer flying a Charon. never has pirated, never will.
Posiden is a trader in a firefly incapable of piracy

To recap:
1. Pirate makes demand
2. Trader pays arguably concluding the encounter
3. Pirate kills trader
We have sanctioned people for this behaviour using the following reasons:
- To destroy the trader at point 3 amounts to a no-demand attack as the previous encounter had ended and thus a 5.2 violation.
- To destroy the trader is harming server game play and thus a 1.2 violation.
I guess we'd use some sort of common sense to determine if a player should be sanctioned in this situation. Sufficient RP, bad behaviour by either party are all reasons the pirate might or might not be sanctioned.
