Exactly... They got money, they will loose it as every other trader, I dont see why they should be saved from piracy just because they are THE MIGHTY NEUTRAL ZONERS...
Zoners can be pirated. We do not mind. Of course, Zoners also have the option do deny paying someone tax/cargo. At that point, the pirate can blow up the said Zoner. Its legal, we don't mind. Just making that clear.
If we have a /restart zoner, I think there needs to be a payment option where you give up 10 Million credits or something and get Zoner Guard rep. Its not like we have missions, just bribes so yeah.

^ clearly, not a zoner.... zoners would know atleast 20 languages, or they wouldnt be able to do and diplomacy or communicate at all

Yup. In my experince both as a pirate and a Zoner, the Zoners that insist they CANT be pirated get hit extra hard (if they dont just get killed) while the ones that actualy RP the encounter tend to get off a LITTLE lighter or ignored, depending on the situation.
Personaly I think Zoner rep should be left as is, considering the huge ZoI they have.
If someone cant figure out how to get it or get someone to walk them thru it, they proably need to RP something else for a while before they try to RP a Zoner.
I think the /restart options are pretty good so far, they let you start in the various areas of Sirius with basic regonial reps so that you can setup from there.
Anything too specific would just remove the point of reping, which is (the way I see it at least) in part a way to let those that dont understand FL/Disco/RP stand out a lot more obviously (either as a warning as a potentel lolwut, or as a reason to try to help them or PM one of the angels).

Yeah, I havent done it myself but it's possible to get zoner guard rep'd w/o leaving Penn apparently.
As for Zoners and piracy....... if the pirates have never seen you or you always completely avoid them (IE: make sure to cruise off and avoid them) you're likley to get taxed more.
If you make it a point to RP with them on occasion then they're a tad more likley to leave you alone or tax you a LITTLE less.
But it all comes down to RP, if you just randomly get a Zoner Whale and fly are unknown expect to get hit harder than someone who has a pre-existing char that is know, then gets a ZBWT for that char and encounters the same pirates.
