Ok first of all, I was surprised to see that the server rules are NOT for sale at Manhattan... maybe this was a bug or something, but I had sent a group of 3 newbies to the planet to read the rules. They reported at not seeing the rules on the planet. I also went there to make sure and I also did not see the rules. I think it would be very useful to have them on Manhattan for obvious reasons.
Ok the 2nd point is about the placement of the Class 7 Level 4 transport turrets. Now I know Cali Minor has the armoured transport and so it's not a bad place to have the level 4's for sale, but when you think about it... Pittsburgh is under used in many ways and it's a DSE base planet... and well DSE being as they are, you'd think would have helped develop the level 4 turrets, and so I think the level 4's should be on sale in New York planet Pittsburgh. I just think it makes more sense really, although I can understand them being on sale on Cali Minor because of the armoured transport and Cali minor is a Planetform planet, and Planetform do infact reach out to some of the border worlds.

Having the server rules for sale at all bases is a good idea. The only problem is that the mod is run on many server whose rules may differ from ours. So if we add our rules to the market, they will be displayed on all the other server and may cause confusion. Unless, it can be done server-side. If that is possible, then what are we waiting for?
Btw, The commodity should cost 0 credits.
I also have another suggestion regarding those unused places in NY, such as pittsburg, detroit and Ithaska: Move the Conn JH to pittsburg space, and add something of use to the other two places.

I agree it is very annoying getting a char through the connet JH if you are hostile to liberty. (why not put it where the JH into the mine field used to be?)

I've been mildly miffed by one-shot weapons since their implementation, oh so long ago. I remember the days when fights were a matter of who could aim better, rather than who could aim a single shot. - Virus

The jump hole to Connecticut in New York is in a bad position in my opinion, right in the front of Fort Bush. I agree that it should be moved to near Pittsburg.
The jump gate to Alaska in Connecticut should be removed. People should learn how to pass in that mine field to reach Alaska, instead of using Connecticut for it. Just look straight to the gate and you can pass in the hole in the mine field. To return you look to the trade lane, its quite easy. Connecticut should be isolated, linked only to New York. Its a arena system, after all.
Yeap actually why didn't I think of that:Pthe Conni JH would be great next to Main (the moon of pittsburgh) and it would be out of the way for the single player game too, as the first mission has you going past fort bush but there is a JH right next to the station and the trade lane, and looks out of place... by putting the JH next to Main people can still easily discover it.
Korrd Raven got what I ment I was refering to when we had a JH that went from NY near Pittsburgh to NY in the mine field of Zone 21, I am fully aware the JG is still there.
(as I said in my post JH not JG:P)
I also agree that the JG in connet to alaska should be removed after all seems a big stupid to put a bit minefield to guard alaska then have another JG anyway. (seriously which way would you chose?)
