The Kusari Naval Forces catch you and ask you to stop and get rid of your contraband.
You are sitting outside of the Kishiro base, so you could just speeddock.
That would be not alright, since you are in a roleplay encounter with the lawfull side and they have the authority to lock down everything if you choose to run.
Since you are only "towed" or landed at the station, you are even easier to catch for the lawfulls.
That would be out of roleplay then.

If a player IS bringing in a load of artifacts into New York, and gets seen by an LPI - if the LPI character states in system chat something to the effect of :"Docking ring, you will shut down for #t" BEFORE the person smuggling the load gets docked - then the smuggler is subject to a 6.10 violation.
Just a personal note - I have as one of my pre-set messages, "Planetary docking rings and lanes, you will deny access rights to #t!" Then we can either continue the RP, or if he continues, we deal with him in other ways.
Sounds like adding:
"Docking ring, you will shut down for #t"
To the standard messages would be helpful.

I've nothing to do with the LPI, but since that originates from a thread I started, allow me to voice my concerns:
This might be abused if it's standardised in populated areas such as Liberty, as it could be used by assets who never should be able to deny anyone's docking rights.
Example: Smuggler moves to Manhattan, indy lolcap sees him but is not allowed to open fire. He saw the LPI denying docking rights in a similar situation, so he screams a /1 and receives the right to get someone sanctioned by that.
Thus, I wouldn't advise a throughout or too common usage of such an command unless it's deemed absolutely necessary.
I would say that this should be used after a scan / guncam and a rp interaction with said smuggler. Just throwing it out in system for the lulz is lame.
Of course just flying on silently as a smuggler shouldn't protect you from it either.
It goes without saying, if your a smuggler, you shouldn't have been seen in the first place.
