Why not? I know BAF currently handles most Dublin mollys, but thats before Molly Miners, Bretonia Will adapt to changing enviroments.

If you're actually roleplaying, the BPA stay the hell away from Dublin.
It's not Bretonian space, it's a hell-hole of a warzone, and they'd rather just let the Mollies rot there while Corsairs and BAF whittle them down. Police enforce law and order - neither of which is present in Dublin.

As I said, there's no law and order.
BMM is the major player in the space, and as a corporation in this lawless system, they will do anything to keep their profits safe. The corporation is the ruler here, not Bretonia proper.
