A Barge with a full hold of nuclear mines (I know they don't use cargo, shut up) charging into a planet at full cruise speed probably would count. Even if it breaks apart in the atmosphere, enough of the mines would probably connect...

You guys have completely overlooked the simplest and cheapest weapon of all.

You're thinking WAY too hi-tech...

Rocks.

Kinetic Energy Weapons (KEWs) are the most destructive and the cheapest cost of anything. Strap a nice big rocket on a big rock - aim it at where the planet will be in 2 months or so - since it'll take that long to get up some decent speed - and let fly. You can have anywhere from just massive explosions and crates all the way up to pasteurized planet.
