You missed one reason: jump drives.

They make it very hard for pirates to catch anything and also take the fun of "we try to catch that convoy" from the game. I am not a fan of jumping, as it reduces the traffic that makes interaction much more likely, but it is part of the game now.

Some are inactive due to the lack of activity/RP shown by other factions...It's like a running cycle...

Take Gallia for example and you will understand

Go make a pirate in Gallia and see how long yah last.
