Greetings

As you might have noticed, during this last months, we have started looking with increased enthusiasm at Blood Dragon and GC causes.
While it is true that we once were allies of the Kusari Emperor, this is no longer the case due to repeated incidents where the emperor proved to treasure national pride to unhealthy levels. The Emperor's actions eventually crossed beyond the boundraries of tolerance and we saw no other option other than to distance ourselves from the affairs of the imperial court. The incidents I am referring to are cataloged as Colonial Diplomatic incident 558 , 559 , 560 in the year 817 A.S. You can find out more if you get a security clearence from the Archive Master.

Due to the aforementioned, me and my voters are starting to see that indeed the imperial government is no longer a viable partner, deserving recognition, support or respect. The people living in that space however deserve better, they deserve a more dynamic and open-minded government which both the Golden Chrysanthemums and the Hideyoshi Dynasty will find no difficulty in providing.

Since we share a common border it is only logical in light of the aforementioned circumstances that our peoples should cease viewing violence as an allowable means for settling conflict.

What is more, we offer unlimited transit rights through Colonial space as well as living quarters and repair facilities on-board Minato harbor. In return, I request that Colonial units and associated IMG trade shipments were permitted to cross through space controlled by the Blood Dragons and Golden Chrysanthemums without difficulty. Should you require any additional conditions to be met for this agreement, negotiations may commence at your earliest convenience.

I, personally, find this proposal unacceptable in light of the actions the Colonial Republic have taken in the past. Your organization has had a habit of offering non-aggression pacts or ceasefires to others, only to go back on those deals and attack those who accepted your offers. Twice this happened between yourselves and the Outcasts. Unfortunately, those non-aggression pacts at the time were negotiated by members of Outcast society working only for their own self-good without taking into account the Colonial Republic's history of betrayal and hostility, or taking into account your motives.

The Kiretsu will not accept any proposal from the Colonial Republic, even if you were to declare all Cardamine traffic in the Taus safe from your forces. Our memories of your strikes inside of Kusari, your alliance with the government, and your years of starting conflict against us, the Blood Dragons, the Outcasts, and the Bretonians will not be forgotten just so you can have your way. This is quite a rare occurrence, but I'm glad to see the Emperor still has enough intelligence left in that decayed skull to see the true colors of the Colonial Republic, and banish your forces.

You have attacked us in the past, and will again in the future. We have repulsed you every time, and will continue to do so, even without the support of the Blood Dragons or the other Chrysanthemums, should they be tricked into accepting this.

In the grand scheme of things, your organization has existed in this galaxy for only an blink of an eye, and your actions in that time have marked you, in our eyes, as a disloyal group that is not deserving of our trust.

We have been enemies, and are enemies still.

It is the will of the Taishogun, that the Remnant allow an envoy to be taken to Kyoto under cover of secrecy.

Secrecy is to preserve the location of the Taishogun, and to ensure the safety of the Remnant Envoy.

Once before the Taishogun, the Remnant Envoy may petition the Taishogun directly.

I trust the Remnant will take advantage of the honour the Taishogun has seen fit to bestow upon them.

Respectful Greetings, Shogun, the President has given me permission to communicate to you on this matter. We have certain questions to ask you in relations to the envoy you have asked us to send to you.

The main question is if said envoy will have access to communications equipment while they are with you on your station. Of course not the kind that we could trace. Such as the equipment you used to send us the secured transmission you sent us. Because any one envoy cannot make a decision for our entire peoples'. Such things need to be discussed in depth before any decisions can or will be made, by our Quorum.

Of course we would proffer that in the interests of relations that the envoy would stay on your base while said discussions take place. So, it may be wise for us to send two peoples' to you if this is acceptable by your policies. Of course if it is your way we would be capable of completing the discussions on a single envoy. However, it is not our way to just send one person on such important negotiations. It would also allow us to complete the discussion, as expediently as possible if we could send two people.

It may also be wise to note, that it would be very likely that member/s of our military would be our choice for our envoy/s. Of course if this is not suitable it is likely that we would be able to make an alternate arrangement.

In response to your requests,

The Remnant Envoys shall be provided with access to secure communications during their stay with us.

This entire process may well take some time, thus it is only fitting that both your Envoys be permitted to bring whatever assistants, family members, and bodyguards they see fit. I would anticipate though, that the numbers of your entourage shall not be excessive - we have enough logistical headaches dealing with some of the GC and their own baggage train as it is!

When you are ready, A Cruiser shall be dispatched for a Deep-space rendevous.

Let me introduce myself first, Im Oneesan Rika Ito, one of the Chrysanthemum Elders.

We have looked over your proposal, there is much to be gained, but much to be lost in exchange. I have to admit some of the points made by Miss Keisotsu are valid. You made agreements and you crushed them without, in my opinion, thinking about the consequences.
But unlike Miss Keisotsu, we think that a refusal of taking this offer as a possibility, would not make us better then the Emperor and all those Serpents around him. A cause like ours cant afford a state of stasis, we need to move on, otherwise we may not be better then those we try to remove, a thing not all of us understood, as it seems.

As already said, your inconstancy in following agreements could be a problem, our trust will not be a present, it has to be gained.

We are willed to allow you to pass through our space, but you are going to pay a donation of 4 Million Sirius Credits per vessel passing through, those donations should be send to our cause on a weekly base. The ships will be registered, so that we are able to keep track of those that are crossing our space. Be warned, every unregistered ship will be treated as a hostile one.

In exchange for this we demand, that our vessels regardless of their actions or transported goods, are able to pass through the Taus, without interferences from your side, as long as our ships are not doing actions harming those that you protect.

Following these requirements will give you a possibility to gain our trust, but refusal to do so may end all diplomatic negotiations in this matter.

Greetings once again, I must thank you for answering our queries with regards to the envoy issue. We shall be dispatching two people shortly, one of them shall be my youngest brother and shall speak for me throughout these proceedings, as of course I cannot neglect my duties to my people. There will also be one other joining him from our Quorum of Twelve. Likely to also be high ranked military personell.

In Response to Elder Oneesan Rika Ito, We thank you for the kind offer and we accept all terms, however i think it fair to tell you what we class as "harming those that you protect", if you have the desire to haul Nuclear Devices through our territory please be advised that for your own safety it is best you keep a minimum of 5k (5000m) distance from any of our stations. As upon detection of nuclear devices the base defences activate.

The message I just received, made me think, it shows me that you Colonials are not willed to believe in our good intentions, that you still seem to think of us as some kind of a danger.
Especially your view of our cause, shows very clearly that you are still considering the lies about us, brought to you by "His-Majesty", to be the truth.

As long as these lies remain in your heads we Chrysanthemums will not deal with any offers coming from your side, you may be permitted to speak up once you were able to show us the contrary.
