"Brave Soldiers and Officers of the Bretonian Armed Forces. For many years we have fought valiantly to suppress the Molly Rebellion in Dublin, defending traders in that system and safeguarding Bretonia's gold reserves for the future. Our forces in Dublin remain undefeated to this day and we can rest with a sense of pride that we have not failed in our mission to secure the system against our enemies. However, times have changed. The gravest threats to our nation no longer come from internal dissidents, but from powerful enemies beyond our borders. To continue with our aims of securing our frontiers and our gold deposits and protecting our trade routes, a new approach is needed. In the light of this move, I am announcing some immediate fleet-restructuring. The entire IVth Battlefleet plus 1 squadron from each of the IInd and IIIrd Battlefleets of the Essex Great Fleet will be immediately detached and transferred to the Leeds Planetary Fleet to bolster our defences in Leeds. The remaining forces of the IInd and IIIrd Battlefleets in Dublin are to be redeployed to guard Graves from the south and the jumphole to Omega 49, whilst the Ist Battlefleet under the HMS Essex are to remain in position to cover the northern mining fields and Jumpgate. Commodore Harrington of the Essex Battlefleet will be leaving his position to chair a new Molly-BAF Defence Liason and Disarmarment Committee to coordinate the maintanence of the armistace conditions and the joint defence of Dublin against corsair and Kusari incursions. He will be replaced by Commodore Frost, previously of the HMS Stirling Battlefleet.
Meanwhile, Admiral Redmond will also be leaving his position on the Admiralty Board to become Chief of the Defence Intelligence Staff. His seat will be filled by Commodore Samuel Wainwright, now Admiral of the 8th Fleet, who in turn will be replaced by the promotion of Captain Evyn Hunter to Commodore of the HMS York Battlefleet.
A further list of field promotions is being forwarded to your operational Squadron HQs now, to be immediately awarded. My personal congratulations to all recipients. I have great faith in the ability of you all, as does Her Majesty. May you continue to serve your Queen and Country with the strength, courage and professionalism that has long-since made pilots of the Armed Forces amongst the finest in Sirius. Do not lose heart. Bretonia shall prevail!"
