New PvP rules for Discovery server (proposal)

Author: Korrd, with corrections by Wolfpack and me.

1. PvP Rules

1.1 PvP in New York is prohibited.

1.2 If a player is attacked*, he has a right to defend himself regardless of who is attacking. There are no restrictions for self-defense.

1.3 In case of war** between factions, PvP is not restricted. For members of factions at war who attack each other all other PvP rules are not valid, except 1.1 (New York rule), 1.8 (docking rule), 1.9 (F1 rule).

1.4 Attacking characters of level 29 and below is prohibited. Characters under level 30 can be attacked only (1) if grouped with another character of level 30 or higher, (2) if spotted on site of a clan battle, and (3) if the attacker is himself level 29 and below.

1.5 Characters escorted by another character of level 30 or higher can be attacked regardless of their level.

1.6 Attacker must always warn the target ship before opening fire.

1.7 Cruiser and battleship class ships (including battleships, dreadnoughts, cruisers, destroyers, Huegenot not included) cannot be used for piracy and are not allowed to attack traders, except the case if trader is found in hostile faction territory.

1.8 Firing at player in state of docking/undocking animation is not allowed. Attacker must wait until the player has control over his/her ship.

1.9 Using F1 in PvP combat is allowed for traders only when they run out of all nanobots and shield batteries. Using F1 for fighters is allowed only if they run out of all nanobots and shield batteries, are outnumbered and/or outclassed and have unmounted equipment worth more than 1 million onboard. Capital ships cannot use F1 under any circumstances.

1.10 After a player respawns after being killed, he or she has a right to ask to leave him or her alone and escape with no cargo onboard, and attackers must let the player escape. Useless repetative killing is prohibited.

*For purposes of these Rules occasional shooting or shooting "for fun" does not count as an attack if it does not result in draining shields to 50% or lower or hull damage. Self-defense does not count as attack.

**Pirate factions cannot be at war, they are initially hostile to all lawful factions.

P.S. I intentionally do not include nanobots or shield batteries restrictions into those rules. This should be further discussed, cause I don't see a way how to prove that SB/NB were or were not used in any specific combat.

The new rules are ok. But I found a possible way to cheat the 1.8:

If i want to F1, the only thing i need is Codenames on board. So i harvest some Codenames and leave them in my cargo hold, so if i need to F1, i have an excuse to do so...

Well one way to solve that would be to have all the codenames sold on a base somewhere, or possibly several bases. Problem is though it might mean a lot of work for igiss, and I think he's got enough to do now

F1 remains issue that cannot be proved and cannot be enforced.

I believe that F1 might be used by fighters in unequal fight, if they carry at least one unmounted equipment unit worth more than 2 million, and if they have no SB/NB remaining to protect themselves. Traders can use it in case when they have no more SB/NB. Probably prohibit using it at all for capital ships of all kinds.

Ok, one more suggestion: remove rule about attacking traders by capships. I'll rewrite the rules a bit now. Check back in 5 minutes.

Definitely need 1.5
Intentions should always be made clear before any engagement.

Not so sure on 1.6
Think, the pirate cruiser should be allowed for pirating (that's one of the reasons you added the huegenot, right?).

1.7 no prob

1.8 I'll be the devils advocate on this one.

Situation: If the attackers intention is to disrupt the trader for the purpose of reducing a faction's cash flow (ex. faction war), then why should the trader be allowed to F1 out? Or a trader is asked for goods but refuses?

I do agree, if a ship is carrying codename or other really $$$ weapons in hold because they just got them, they should be allowed to keep them by any means necessary including F1. But I would stress that if the weapons were that important then a good idea would be to transfer them to another character that would either mount them or remain in NY, rather than carry them all over the place.

Excluding the unique weapons in hold, I think there should be no F1 out, even when outnumbered (that's why the pirates banded together in the first place). At the same time though, attackers should avoid excessive overkilling of the same player. If after a player dies the first time and says "enough, leave me alone", then thats it, the attacker must leave (especially since the second kill makes no difference and would be considered harassment).

I guess the thing to remember is that this is multiplayer, if you don't want the risk of interference from other players, go play single. And for those that loose a whole load of cargo because some player killed them, big deal, it means you get to play the game more to get it back again.

My 2 cents.

Already corrected, got to this even before you posted.

As for 1.8 (now 1.9) - F1 issue - you remember that there's no way to restrict actually. It's a matter of honor. Player having a top armor upgrade in hold, worth around 10 million, will not hezitate to F1 even if rules prohibit it. Nothing to do about that, really.

Agreed, Some stuff, that takes weeks to collect should allow people to F1, But True it is a matter of Honor.

Well it seems ok, until we get people who dont have any cencept of honour on the server then it'll be like this again and we'll get this discussion again.
