This is a tricky weapon to use in my head, since it requires coordination, and an attentive pilot.
This weapon system is meant for bombers, where the pilot would launch a bomb at half the normal missile speed, but can only detonate by a direct hit, or the user directly destroying it. However, on the upside, it has a large blast radius, intended for large collateral damage.
Primary weapon role, scatter ships and damage sub-systems of capital ships within the blast radius.
Sounds great for usage against caps but it would have to be restricted to bombers and heck I would even say military factions. High energy usage? Could you not just use a Nova? Slow, guided, either it hits or explodes after moving 5k.
But bombs are something I would love to see. Also for fighters not the same type of bomb but maybe something a little lower yield kinda like something a modern fighter MIGHT be carrying, maybe for destruction of gunboats and stuff like that.

The Nova torpedo or if you mean the SNAC, are precision tools. They require accuracy and timing. This bomb is intended to hit things with a big hammer. Everything in the blast will be damaged, friend or foe. That calls for restraint from the pilot pulling the trigger in large battles. Nobody likes to be team killed. Maybe make the refire very high too? Like, 15 to 20 seconds? That is an eternity to bombers.
A fighter bomb? I guess that would give some VHF's or SHF's some extra kick in fights, and definitely lower yield.
IF it is unguided missile, I am all up for it.
If not, make it so! A missile that has either slow speed and big bang in the end or opposite - very fast, with blast radius, EMP or regular ones. Easy to make really and fun to use! Load 280 missiles and kill Caps!

That sounds like good tactics actually.
If you are used to it, grab an electric fence, then grab someone else nearby. They'll get the shock, and you can grab their wallet.

If the bomb blast shoved that would also be cool.
Instant area clearage, and it could also be used as an escape tool too.
If you got a stalker, and you want to get rid of him, Drop the bomb, let it go, shoot it, Booom! Shove. Hopefully if you the timing right you can ride the blast, while he gets knocked.

I'm thinking some 200k damage (just so it doesn't instakill normal gbs).
Use a bit more energy than SN (so that light bombers just can fire it)
Limited to 10 ammo pieces per ship
some 30 m/s launch speed, no engine, relatively high hitpoints.
EDIT: It could also get a "double" blast, with initial damage being some 20k (just enough to down any bomber shield), so that ramming someone with it will be suicidal.
