I've been reading some of the replies on this and nearly everyone's ripping your heads off about the recruitment thing (even though if there was open recruitment there'd be about 30 pages of requests before the day was out) so here's my reccomendation. Extreme testing, an RP test where a potential recruit is given a situation and has to RP to the best of their ability and a skill test, there's no point being able to RP if you can't hit the broadside of a planet. Just an idea so please don't rip my head off if it's been done before or won't work.
