Just do as I do,and kill them first with th same type/lack of RP. "leave or die" "Ok last warning. leave or I start firing" "You were warned" Open up all guns. BOOM! Believe me,they learn after they are done freaking out,and screaming in forums.
The bottom line is, if someone has a legitimate bounty, they are going to try to collect. Would you be happy if they offered a little more RP and then killed you? Or are you only upset because you weren't given a chance to RP yourself out of getting killed?

And if he response with decent or good rp what then? still "leave or die"? so you behave like that in general?
Everybody is whining that pirates have "2milordau" RP style but now look on it from our view.
I would love to RP with trader for example 30 minutes or so and I don't need to rob 5 miners/traders in 10 minus. But here comes the problems:
a) Every minute you keep talking gives trader time to call support
b) Often you meet transport reacting with style: "I WILL NEVER PAY YA!" and continuesly trying to escape
c) Sometimes they don't even bother to say anything
d) You meet miner flying 400k from edge of the map rather than paying 2 millions (and he don't even get that flying 40 minutes to nowhere will cost him 10x more than paying that tax)
e) I'm sometimes generally irritated with miner/trader behavior. Damn it's just game and I know you loose your money but for bloody hell don't try "Get out you stupid pirate. I won't pay you single cent" with this you will get killed, robbed and loose more money than if you had payed that stupid tax.
In case you haven't noticed, this is a shooter. When you try to mix shooters with roleplay what you get is a set of glaring flaws that kill the entire experience or make it swing either way. Discovery isn't a perfect game. Either you put up with the flaws of the concept itself or leave.

So that's it ...
some points come with Mercs too

Traders / Miners tend to be pirated 4 / 5 times on the route, I've been up to being pirated 12 times on one route. if each pirate asks you 2 mils, where does the profit go ? There's none, then these guys get frustrated and make a pirate (not all hopefully.)
Pirates doesn't make reasonable demands.

What? I've played multiple shooter+RP games, you are completely wrong.
What route are you running? I run a 20mil round trip route THROUGH Liberty and get pirated maybe once every three runs. USA timezone, and I log about 12 hours a day.
A Bounty Hunter's or Merc's role play is that they hunt people for money and do it efficiently.
That means any chatting between them and their targets is kept to a minimum in order to collect the kill without problems and move on.
That means they won't be chatting you up much and will likely approach you, tell you why they are about to blow you up, then blow you up. In the past they might offer you a way to avoid the death by bribing them. Those days however ended when someone sanctioned two mercenaries over word play.
This is a role play server. The Hunters and Mercs are role playing their part. The problem? Most of their targets don't like being blown up so they cry that the Hunters/Mercs aren't role playing.
There are many ways to keep Hunters/Mercs off your back. Hire them yourself. Pay another Merc/Hunter to kill the ones that bother you. Don't be stupid and stumble into areas you know they frequent. Report them to the authorities (if you are lawful and they are not) if they are breaking the law so that the law can also send its guns after them.
Instead of doing any of the above, you come here and cry. Such is our way of life no?
