I don't say huge population growth is not possible,
cause the last 100 years we went from 3 billion people to 6 billion,
they expect in 2050 to have 16 billion people,
so in just 50 years we have a 9 billion rise of pop.
I feel it's fair to note that given space travel and an abundance of other planets to go to, not all planets in Freelancer have to mimic Earth's 7-billion (almost) person cesspool.
Is 220 million a little low? Probably, but that doesn't mean we have to have seven hundred billion people Sector-wide.
The populations in disco are kinda really not in this world really.
Britian 800 years ago had a population of less than 4 million. And it is now over 60 Million. Thats with war, high birth rates, low birth rates, influx of migrants, slave trade and many more factors.
If a sleeper ship held in the tens of thousands region the whole entire population of sirius (including Gallia) won't be any where near 50 Million. I'd doubt it would even touch 20 Million nor 10 Million. The number one reason as to why Sirius's actual population being so low would be because of high education and the willingness to work more than breed more. (meaning likely parents are not likely to have a child before they are 30 or older) High health also reduces birth rate, and there are alot of common goods easily accessable in Sirius which further reduces the need for a population, thus reducing the need to make babies.
I could easily work out a typical birth rate through the times through Sirius but each will only turn out a small number compared to any country today.
The other main reason for no sudden increase of population in Sirius would be due to lack of war, and lack of natural disaster's.
Overall the reasons why Sirius's pop would be below 10 Million are:
Great medicine
Great technology
Great education
Social need of work
Social lack of violence
Lack of war
Lack of desease
Lack of natural occurances
Loads of easily accessable common sustainable requirements (water, food and Oxygen)
No Social restraint's
Lack of need of populace
All these will make parents decide to plan for a child later. A longer life period does increase population but however if it is the norm it won't increase by much. Though is at high risk of making the population decline. Technology makes life easier, and increases health, increasing the health of the population making it easier for later planned pregnancy. And due to technology again, resources and education you get better health as well as the social structure of only wanting to have one child.
Many first world countries have small birth rates. Like the UK, Germany. If you was to make a comparision from sirius to a first world country. You would find that Sirius birth rate and population increase's will be smaller than any first world country. Thus making such a population of 40 Million on Manhattan a complete impossability as there is no need for sirians to really think about having a child. Even with laws stating to women in sirius they must have a child, there would be only a slight increase in the population of Sirius during that time where the law is in effect.
So basically if the population of a sleeper ship was 10000-99999 you wouldn't even reach a population of 10 Million in 800 years with 6 Sleeper ships. Might be able to break the 10 Mill barrier with 100000-999999 souls on each 6 sleeper ships though.
The number of people on planet Earth has increased by 3 Billion people in the last 50 years alone.
It wouldn't be outwith the rhelms of reason to suggest that in 800 years - A space faring civilisation could not completely and utterly dominate a planet.
May I remind you 50 years ago we was in the Billions already so thats not a major change, where 4 million to over 60 million is over 800 years. One person can do only so much.
If you start of with one germ cell after 2 cycles of dividing you have 4 germs. If you have 10000 germ cells to start with you will have in that same cycle period 40000 germ cells afterwards. So don't missconcept a small population to a large population.
Also a space faring nation is more likely to rely on technology than anything else, meaning as such they will be spending more time working and having fun then they would if they was 800 years ago where women where looking after from 4-8 children on average for there life of 40 years. Nowdays if that same lady grew up here she would likely only give birth to one child, at around being 30 years old, and have no more children. In the future with technology like in Sirius she would more than likely only have her child at the age of 40 or not have one at all. Technology does reduce population as it is all around us. So a Space faring Nation is likely to have children at the rate as we would, nor would be able to produce 3 billion souls from less than 1 Million women in 50 years.
Edit: and to dominate a planet. That is in no way related to a population on a planetry scale. However I'll point this out.

I have a spaceship, 4 Vengeances, 2 Deliberators, I can cover the planet in 400 patrols in one day.
Which is different?
Cardi Edit: Cardi is what they grow, however in roleplay everything on malta is effected, the water, its air even, so an outcast only really has to store maltese air in the ship and they will be fine, as long as the air lasts, or they can take a drink of maltese water. Would suggest reading about cardi as it isn't the plant in roleplay thats addictive, its a enzeme that grows wildly throughout the planet, like germs do on ours.
My estimates for population:
Population of modern-day New York City: 8 million people.
Population of modern-day Earth: 7 billion (close enough)
Planet Manhattan (and many other Sirius capitals) has every square inch of land covered with cities (at least, that's what I read). An entire planet with the population density of a modern city- that's at least ten billion people on Manhattan alone.
Four House capitals (not inc. Gallia or Hispania) puts us into the region of fifty billion just for that.
Hundreds of planets, wildly varying population density- that's going into the trillions.
tl;dr version: Digital Anvil has no sense of scale.

+ How would Planets react ? I guess they would have massive problems with economy on most of the plantes, too. You are right, no sense of scale. It just sounds and looks better in some people's eyes.
