Liberty is far, far away from Malta. While I do believe that a small population of Outcasts do reside in Liberty for short periods, I do not believe that there should be a what I like to call ''Operational fleet'' that seems to enjoy raiding the lawful forces with the goal of strengthening the Cardamine commerce of Liberty by reducing lawful resistance (though we all know this last part isn't true). In my opinion, there are little to no Outcasts in Liberty. If there are Outcasts, they are the ones pulling the strings behind the Liberty Rogues or the Hackers. Not the one driving a Gunboat and pirating at the lanes escorted by 2-3 Outcast fighters. It may even be the case that there are no Outcast citizen in Liberty, simply representents of the Outcasts inside Liberty! (As an example, the Liberty Rogue Crime Boss may be born on, say, Manhattan, but he serves the interests of the Outcast nation). The Outcasts obviously go down to Liberty to meet with the crime lords of the sector, but they do not rest there or inhabit there for long periods of time.
I agree with your opinion about the outcasts.. But the thing is outcasts with a rouge always have the reason that they are helping their rouge friends survive by helping them during pirating.. But a single tridente pirating or a bunch of outcasts pirating is not something that should happen..
Outcasts in Liberty should be nothing bigger then a bomber, and they should be there for war, not pirating. If you want to pirate in Liberty, make a Liberty Rogue or Lane Hacker.
Outcast Gunship in Liberty ? Big no,no. I always chuckle if I run across one in my Rogue Barghest. They can fairly come there with anything smaller than a Gunship, but if I see those things, or even Storta's or Sarissa's there, it isn't really funny anymore.
