I agree with Jinx, everything's fine as it is right now. "Lolcaps" are being blown up by official factions. And expierenced players don't visit Liberty on their Outcasts. Actually Outcasts aren't really that numerous in Liberty.
I definately don't see problem with Outcast fighters lurking around Liberty. IRP they protect their cardi-business (so, representatives of large cardamine cartels and syndicates, and escorts for direct cardamine shipments) or they're simply local addicts (there's outcast with Libertonian name on Buffalo; they won't join Lane Hackers because their goals differ - Lane Hackers are organised criminals unlike those 'little' addicts).

Just to prevent the further spreading of a common misunderstanding: Outcasts are -not- like your little neighbourhood crackwhores. Cardamine doesn't make you feel better for a period of time, instead it improves your mind and body permanently (yes, the whole body, even if some bullsh*t corsair infocards tell otherwise). Faster reflexes, tougher bodies, etc. Cardamine does it, yet it makes you addicted very fast. That's why it is a drug, not because of feeling high for a short period of time (It doesn't happen), but because it has the negative effects of a common drug.

What does it have to do with the Lane Hackers?
And no Corsair infocards mention 'cardamine addiction is easy to get rid of'
Actually that's not defined. Possibly it doesn't work that fast - so only long-term addicts have such effects.
Also it's not defined whom it affects at all - men or women?:P
I have an Outcast in Liberty that has been there for literally 3 years. He has a Scimitar (used to be a slippy before the great lolwut) and a hacker GS that I received permission to use a couple years ago by the Hackers.
Considering how much I am funboat spammed in my LF (ussually 2 to 3 vs just me) I have no issue breaking out my GS for pirating fun every once in a while. It isn't out every day, but I do use it.
Saying Outcasts should not rat in liberty is lolable as well. I don't know how many thousands of times I have been stopped by daggers in NY. It is original Freelancer cannon so it should be fine.
Last point, I haven't seen a outcast cap bigger then a gunboat in months. I really don't think the lanes are clogged with them. I wish it were like that. My LABCs are getting dusty.
