Excellent. That's a good theory to have. There's no activity in Rheinland, so I'm not going to contribute and possibly create activity. mhmm.
1) Rheinland trade routes are balanced with the embargo in mind. That's why the profit is so high on those routes. Bite the bullet and smuggle through the embargo, or (and here's a thought) go around. Go through Bretonia or Kusari to get to Rheinland. It's farther, but that's the price you pay.
2) Rheinland has some good mining spots, and probably the safest to it's sell point as well. Look harder.
3) RM is quite active, and there are several indie military that I see from time to time on various characters through Rheinland. Perhaps it is also your timezone. Populations gravitate to other areas by the position of the clock.
It used to be insanely good before Cobalt got nerfed.
I know because I was there riding the wave in Omega-7.
