SDK just decodes all the ini files. Most of them are decoded in Discovery, but not all. Also, we already hacked the damned exe, it's cracked. Microsoft doesn't give a damn. The source code would be useful, but it's mostly used as an excuse for laziness.
Would be weird if you didn't. That's why it's called gaming community. Sometimes it takes itself too seriously and ignores that it's composed of children of various ages. Freelancer's framework can only take so much complexity. So yeah, I prefer playing the game myself and doing simple modding, if any. That has been possible ever since the decoded ini "SDK" release, yes.
For me personally, after being around for a while and watching various Freelancer mods being developed ... all the reverse-engineering is becoming bitter. Documented programming interface matters. Just think of all the time spent to date by all modders by poking around and figuring out how stuff works. How many months, if not years, some tasks took - like deciphering SUR files.
And that's why one can only do meaningful Freelancer modding if they have a part of their lifetime to spend on a game they love, among other qualities. Either way, sticking around here (DGC) or doing Freelancer modding isn't something I would put in my CV or brag about a lot. I'd think of it as unhealthy if it ever were to become more than just a pastime.
If you search for Freeworlds : Tides of War(Star Wars themed mod)if i'm right, those guys added a tactical view with some very interesting features, so YES it can be done with the SDK and not with the source code itself, the source code might be a easier way to progress. Anyway look for mods like Crossfire, Shattered Worlds and so on... it's all about the dev team.

The tactical overview is done with clientside FLHook , which is a standalone application injected in the game exe. It doesn't have to do much with .ini files.
And don't underestimate our dev team (nor overestimate it either), Freeworlds might showcase their stuff while Discovery isn't, but that doesn't mean our mod doesn't have anything fancy. Cannon's been working on some pretty neat stuff in the past months.
