Dear Ms. Fowler,

Thank you for your communication. As Chief of the Black Dragon Society Security Bureau, this message has been passed to me to look into. I apologize for the delay in replying, but, believe me, my agents have been busy in our investigations surrounding your request and it seems we can make a positive, if somewhat tentative reply.

The issue we have is that it seems like we haven't had the best of relationships over time, and our interchanges have been fraught with problems....

But! We are prepared to negotiate around past problems, given your words. And perhaps we can find a way of working together. For instance, we will have no problems in escorting your fine ships through Kusari provided they are carrying legitimate cargo....and you may wish to negotiate a fee for those services ... It would be an honour for us.

However, Ms. Fowler, the issue of discussion regarding Artifact trade really needs direct discussion with Director Gordon himself. This is of fundamental importance to the Black Dragons, and whilst I am sure you are an excellent secretary to the Director, I do not feel it is appropriate for us to enter negotiation at this level.

Very well! We have discussed this matter long and hard within the Black Dragon Society. I can tell you that the heat of words was powerful on all sides.

In the end ... The discussuion was resolved, however and transportation rights can be licenced to yourselves for 50,000,000 credits per month as you have suggested. The Black Dragons agree to be passive in this matter but will very likely enquire as to the goods destination, when we encounter your ships in space, so be prepared to answer.

The Licence is Granted and the first fee is due now and payable on the first of every month.
