Effectively immediately, Gallia is now open for trade.
a.Gallian freighters and transports can move outside Gallia.
b.Gallian faction ID'd ships (non-military, pirate or police factions) can move outside Gallia (this means that the ships in a. above can have escorts.)
c.Anyone can enter Gallia to buy or sell goods.
Time to move things forward. Make some deals. Any potential rules issues or other problems should be posted here.

What about for example Marquis or Brigand ship who escorts council trader?

Not against the rules, no. But if you go around breaking the law made by the King as a Gallic coorporation, you'd either better be doing it for them or where they can't see you.
