I don't see any RP reasons why Gallic citizens cant sneak out into Sirius with their ships. There are ways around the blockades, and with Gallia being more open to trade, the Gallic corporations should be allowed to go forth and open up some trade deals in their shiny foreign ships.
Actually... that was the whole point of Gallia being opened up. To get their ships out and about. I'd imagine they're not too keen on sharing their equipment too much though. I reckon the tech chart just hasn't been updated yet.

It'd be silly to force Gallic traders to buy Sirian ships just to trade outside of Gallia
