No. Its just a game, dont make people to need a "playing license" to join in. Many of "lolwut" players turned in time to be later a good one. This will only cause the mod being ignored by the newcomers.
You learn the rules by breaking something like 294 and not knowing. You meet players who see that you are this bloody newbie and they tell you how to do it.
Then you either learn (and make another 194 mistakes in the process) or you will never get it.
A rule test would have deterred me (because I don't take any tests any more. I'm beyond that stage in my life! *bg*) and I'm not going to study rules for a fun game, sorry.

I'm weirder, I played here for 5 months without an account on the forums and generally lolwutted my way through the server.

How about a Disco Sever Rules test made mandatory by all new accounts.
Just 20 questions based on the rules, and if you fail you do not get the forums.... and the Disco downland should be made downloa-able though forums topic...which cant been seen unless you pass the test...
What do you think?
It will cut back on the sever rules being broken left in right, and weed out everyone who cant speak english....
